Think about it: you're almost certainly playing x3 of Sure Gamble, FAO, Inside Job, and Dirty Laundry. You might also have things like Special Order, Hostage, Déjà Vu, Maker's Eye, or the new Recon. All of these events cost money, and although many cost only one (making the second Voice Pad a bit redundant), the first one is almost guaranteeed to gain you a lot of money.
Also, it's not a ressource, which means you don't need to fear for it if you go in tag-me mode.
I thought the same thing but so far I have had absolutely no luck with it. Even when I get it out early it just doesn't seem to be that useful. I can't quite put my finger on why it's so bad yet but here's what I think is happening. Obviously you want to get it out early so just having one of these even in an Andy deck is not good enough. But even when you do get it out early the whole point of Andy (at least the way I play it) is hyper-aggression. Spending 2creds and a click early to get it back later on is not that beneficial. I usually hate click equivilancy analysis but I feel like in this case it's appropriate. If we say that Pre paid voice PAD is equal to 4 clicks (1 to draw 1 to install 2creds=2clicks) It will take you at least 4 turns in order to gain any advantage from pre-paid VoicePad(assuming you are going to play an event that costs at least one the turn that you install it and then one every turn for the next 4 turns). That's just too slow for a deck where I'm sometimes close to winning the game by turn 5. So yeah if I don't see it do what it's supposed to do soon it's definitely out of my deck

The NAPD Most Wanted List is a list of Android: Netrunner cards with additional deck-building restrictions. Players must adhere to the NAPD Most Wanted List for all Fantasy Flight Games tournament play.
Each copy of this card reduces an Identity’s influence limit by 1 when included in a deck. An Identity’s printed influence limit cannot be reduced below 1. This reduction occurs even if the card matches the Identity’s faction.
