Question from a friend. If you have a bunch of shields, and presumably enough units out, can you load this guy up with multiple focus to shuffle them around? It does not mention a limit once per turn or anything,

I think that the reason why you can't use this guy more than once per turn is because exhausted cards cannot be focused to activate abilities.

That is true I didn't even think about that. So if a card says put a focus token on it to do some effect, you would be able to do that when it's exhausted, but because this card reads "focus this unit", you cannot because he is exhausted and that specifically prevents the act of focusing.
I would also think that because of what it says under 'Reactions', that if you were to un-focus him he would not be able to move another shield during refresh since the refresh shields step occurs and then is over, regardless of how slowly someone takes tokens off cards. However, if later on someone causes them to remove a shield (IE Tie Scout), then it should be no problem to do a second one at that point. I think.
Don't forget that the refresh phase happens in specific steps. You remove a focus token from each unit, objective, and enhancement, then you remove all shield tokens (Droid could react here), then you replace destroyed objectives.
I've been wondering this for a while now but can this guy react to the refresh step and move a shield that was removed due to refresh? Or rather, I know he can but the question is would that shield persist or then proceed to be immediately removed as well (since we are still in the "remove all shields" step)? Thanks!
Since removing focus tokens is the first step of the Refresh phase, and removing shields is 3, you could focus him as the shield is being removed to instead move it to another unit instead of discarding it. Effectively, it keeps the shield bouncing onto new targets during the refresh phase. That is, unless someone decides to double focus it.
In short, the shield on the new target would not be removed, assuming you've already removed any shields from that target unit before hand.

That is probably a question for the rules guys. The only verbiage I could find about a card changing state (like when a unit leaves play or is returned to hand) and has tokens on it, is under the capture section. It says that all tokens are discarded. If the concept is extrapolated, I would say yes; but ask the rules guys.
I'm not sure that I had ever noticed that there aren't actually rules for what to do with tokens on cards that are destroyed. The ruling will probably be that they are discarded just like when the card is captured, but I'll double check.
Got a quick response back from FFG:
Yes. When a unit leaves play, you discard all of its tokens and attached enhancements. Thus, you could use the ability on the ET-74 Communications Droid to move that shield to another unit when the original unit leaves play.
