Frame effects- such as drawing to your reserve during the draw phase- are not card effects and therefore do not trigger the Clearing House's reaction.
How about returning things to hand? Is it considered as drawing?
Nope.
BUT "Draw" IS ON MY AFFILIATION CARD!!!
You should check out ebay for the full art affiliation cards they used as prizes during the 2013 regionals. They're really cool and don't say "draw" on them. ;-)
