This card looks amazing -- and the effect can be deadly.

 

If there's only one non-shielded light side unit in the fight, you can just place this and (barring Twist of Fate from Light Side) don't even care about winning the edge battle.

Well, that's the absolutely perfect scenario.

The card is strong, but it's not without weaknesses. You need a unique, it has a single pip and won't go past shields, as you mention. Can only affect participating units as well. 

 

So, while it's super strong, there are many cases in which a Seeds of Decay can be just as good if not better.

I have to wonder: Why didn't they make this a Sith event card? They had faction-specific event cards by this point in the game, right?

Because every other affiliation has a fate card that follows this pattern of requiring a unique affiliated unit, and it'd be weird to leave Sith out. Also, since this is a fate card, twist of fate can stop it, and, since it has priority 4, Protection can also stop it. Neither of those things would be true if it was an event.

Sorry, meant to say Fate card, not Event card.

Yeah, it's part of the cycle of fate cards for each affiliation from the deluxe boxes.  Would be weird for Sith (and presumably Rebel) to have their Fate cards have the affiliation when none of the others do.
