Since his reaction doesn't explicitly state it, can Pic be returned from both play and discard pile?
Pic can only be returned from play. In general, effects only interact with the discard pile if they say they do.
Its the other way around. It would have to explicitly state from the discard pile in order for that to work
from core rulebook:
"“Out of play†refers to the cards in a player’s hand, his facedown decks, his discard pile, his edge stack, his victory pile, and any cards that are captured. Card effects only interact with, and can only target, cards that are in play, unless the effect text specifically refers to an out-of-play card or area."
