No. Tactical Planning only takes one combat icon. The only card I know that removes all combat icons of a given type is Jubba Bird, which states that the target "loses all combat icons of the chosen type."
Tactical Planning is still a strong card. Removing one unit damage or tactics icon can let a defender strike when they would otherwise be killed or focused, and removing one objective damage can save an objective that would otherwise be destroyed.
