A strong Warlord with a strong signature squad...combine this guy with some potent AOEs and let the good times roll!
Sicarius has a great Warlord ability, good stats (even after being bloodied), and a very strong signature squad. I suspect he will remain a great Warlord choice for quite some time to come.
As have already been pointed out, this is a warlord with a good ability and good selection of signature cards. With a powerful ability that triggers off destroying enemies and powerful cards that ensure that said destruction, makes this a 5/5 Warlord.
A strong Warlord that rewards good play really well. 5/5 because Cato and his signature cards are a real skill tester.
Taken alone, Cato has a great array of combat and economy capabilities. I find it balanced and reliable. He rewards great playing ("Ty retribution" he said, giving you a credit.). His squad is maybe the most solid and versatile one.

His low hit points isn't as bothersome when the faction has the best prevent card. The fact that he keeps his attack bloodied bumps him up a notch.
