This effect has the potential to be devastatingly good, but it's hard to pull off-- the enemy has to either deploy lots of units to a non-first planet or else send their Warlord and HQ units to the third or later planet. Neither of these situations are very common in my experience-- more than one unit on a non-first planet is somewhat rare, and usually when this does occur it's because of a capping unit war.
I suspect this card will get stronger in decks with Ragnar Blackmane, where opponents might be worried about confronting him on the first planet when Ragnar has initiative and therefore inclined to deploy more to the second planet. It also doesn't strike me as necessarily bad at present, since the upside is so high. That said, I don't find it very useful and have cut it from my SM decks.
I think this card will work great with Saccarias chosen. You will be able to snipe very powerful units off the first planet and make them not able to reuse them later. But as Kingsley said COSTLY
I've drawn at least one copy of this card for most of the games I've played. So far, I've really only played it when it costed my opened more then myself. If I can nuke two big units at least (Or a Helldrake) that's huge. But, people playing against the Spacies kinda figure out not to stack their big units on the outer planets and just focus on the first most of the time.
That being said, I think this card really shines out of faction with either the Guard (AM) or Tau where it won't be as expected. All and all, the pros of this card greatly outweigh the cons, 4/5 from me.
I've had okay results playing Exterminus late-game when landing two Sicarius' Chosen on an adjacent planet, then nuking them. Sure, you lose two Chosen, but by that time, hopefully you have the Holy Sepulcher to save them. Sucks that it takes all that to kill some units, but when you're dealing with pesky units you can't kill with damage, it is a way to get rid of them.
I like it. It isn't great, but can be game-changing, and even if your opponent is playing to avoid this card it works to your advantage. If he is going first planet or trying to avoid stacking tough units you are dictating his strategy with a card that you might not even have in hand. I call that a win even if you never drop it or end up using it as a shield.
I didn't the only possible Noob-Mistake on my fist match of Conquest with that card and didn't read the "non-first" in the desciprtion, waited for a whole lot of Eldars to assemble on the first planet and the played the card with a big grin and reading it out loud, and when reaching the "non-first" section, stopped reading with a loud "D'oh!".
Hands down great card, 4/5.
It has a great potential for wiping away guys before command. In most of the cases, its play is easily predictable and usually players can avoid excessive losses (while you invested 3 resources).
Not even good as Doom, but still a great card.

How many of you have actually used it to make a difference in a game? I find myself including one or two copies just for the fear it causes... So it is almost the same with not including it. Makes any sense?
This card is awesome or useless, depending on your decks strategy.
If you try to spread too much your units, with no possible mobility (tau) or immunities (ogryns), it won't help you much.
But, if you go a little more aggresive or cluster in the planets you are insterested, this card can win games alone, wiping out your opponents unit cluster in planet 2 or 3. Particularly good vs. warlord assasination decks, as it frees a planet for your warlord.
Obsiously, it's not a card you will play as soon as you draw. If the opponents fears it and spreads his units, you can easily strike down the planets of your interest. If he tries to gang up his troops beforehand, you wipe them.
I got very good results with Tau. You can easily taunt him with Trailblazers and Crysis Battlesuits, move them in combat, and next deployment wipe out the planet. It also let me go more aggresively, because the opponent won't cluster his tropps in an upcoming planet.
I find it very useful if opponents has Doom.
Its getting less useful, as players are learning to tend to hold onto cards and resources then deploy them when a planet becomes First Planet, rather than dogpiling second planet in preparation. Of the three core set "resets" its definitely a weaker include than Doom or Warpstorm. Add that to the fact that the growing card pool means space for events is increasingly tight, and 0-2 is the usual now, with many opting for 0x.
I rarely run it. Maybe as a on of. 90% of the time I use it early as a shield and let my opponent fear one in my hand. Just running Space Marines or Allied Marines gives them the heebie jeebies.
Has decreased in value over the years, where more and more armies uses ambush, deepstrike and move effects.
