Attention Astra Militarum players - promote your Penal Legion - it's a "free" set of command icons. Sadly, you cannot promote Guardsman tokens because they are token units and not Army units, I believe.
Together with Void Pirate probably the best Neutral card out of the Core Set. 4/5.
Not an auto-include, the numbers of copies depends mainly on how many Limited cards are played.

Is it restricted to any particular phase or can it be played in any phase? It has the feel of a Deploy Action.
Well, it's an attachment, not an event, so like all other attachments, it can only be deployed from your hand by using a deployment turn in the during the Deployment Phase. (Unless you've got something like Ambush Platform that specifically allows you to deploy an attachment at some other time.
