My thoughts after a handful of games. These are combat units, so you want to deploy them where they will get to fight (without initiative) quickly. Your deck needs to compete on command by making you opponent have to put more resources into combat than he or she wants to. The Wagons only do that if they are in a fight. If you deploy them down the line, they are just an inefficient hammer with a wasted combat ability.
