Seems kinda fair huh
Between his effect being triggered twice and his signature event you are looking at plus 6 attack on any black templar unit not to mention any crushing blows you have in hand. Going to a blue planet against this guy is asking to be bloodied.

This guy can be a beast if you get his sig attachment on him and stick some cenobyte servitors on to
Then if you come up against something that's going to hit you hard then oh, bye bye one servitor, it's now got an iron halo.
Tough warlord to kill and will mess your warlord up at the same planet if you don't watch it
actually with his ability twice (+2 attack), plus his event (+3 attack) and the squad tapping up with 2 attack on its own, you'll be hitting for 7
