Well, as its a Torture with 2 shields, I expect Urien will run three of them.
2 resources for -2 cards or 3 unpreventable damage isn't that bad a deal, and timed carefully it could be a choice thats denied to the opponent.
Designed for Urien and perfect with Urien.
- 3 Damage is a key number in Conquest as much as many other cardgames.
- The cost to cancel this effect is twice as expensive as usual Shielding.
- Two Shields.

Hadn't thought of it in those terms. Nice observation.
Of course, as its a chosen discard, those ditched cards might not be shield cards at all, which could be problematic when playing in the endgame against opponents with big ass hands full of units they weren't going to play anyway...
Question: if this card's entire effect just said "Deal 3 damage to target non-Warlord unit" would we consider that to be a stronger or weaker effect?

I do agree with the latter. But I can't forsee many players actually wanting to pay the cost instead. As the net result remains the same or can be worse.
I do think that if it would straight up deal 3 damage it would be considerably weaker. Mainly because it's loyal aswell so currently has no real way of boosting that damage.
You would pay 2 (in most cases) for a straight up non-Warlord, your Warlord has to be there aswell, 3 damage. Imho not that special if you factor in that a single shield would downgrade it to 2 and most combat driven units can either handle that or would have died anyway. The biggest advantage of this card for me is that in this form it's able to hit many 3 Costed and even some 4 Costed units aswell.
The special part comes from the fact that it's unpreventable. OR allows you to ditch 2 cards instead. Either way it's always a great card as it is now.

How many copies do you think it fits into a Kith Deck? It seems like a high cost for me and i personally prefer swarming because:
-If i have 4 resources,i can deploy 2 or 3, 2/2 or 3/1 units +khymera which seems stronger than just 3 dmg and MAYBE 1 unit.
Of course everything is situational,but i think 1 copy for kith is enough. I really want to hear other people's view though on the number of copies kith can support.
For Kith, it doesn't fit at all, I think. Nice though 2 shields and an almost certain 3 damage is, even Kith doesn't have the bank to be throwing around 3-cost events easily. Archon's Terrors are expensive, after all, and 3 resources could be a Syren Zythlex or a Terror with change.
Room is tight in Kith decks, so it doesn't make the cut, IMO.
For Urien though, 3x is a certainty, adding more shields to a deck that is already laden with shields and feeding all the best synergies.

I think this has a place in a kith deck, if for no other reason than it synergizes well with her ability to choke your opponent of cards. I rarely have an opponent with more than 2-3 cards in his hand anyway with her, so for him to have to decide to top-deck the rest of the battle or let a crucial army unit die, is a very useful ability.
And, because its two shields, I can see it taking the place of Suffering in most decks. If you need it for the shields, great, no better or worse. If you have the resources to kill off an enemy unit before swinging, that's just gravy.
