Here is the error. The "or" is missing in text of response.
I'm not clear how to use this card.

If I win a challenge, and there are no other raven cards in play, or in my discard pile, i have to shuffle the carrion bird back into my deck?
No, any triggered effects (that is, ones that begin with Response: or [Phase Name]: ) are entirely optional. So if you don't want to trigger it you don't have to.
Is this card also in the Winds of Winter cycle?
Yup, 3 in Song of Summer and 3 in Winds of Winter.
Can I also shuffle 0 Raven cards from my discard pile into my deck (i.e. only use the shuffle part of the effect)?

I could imagine using this with
Archmaester Marwyn (CD), the
Steward of the Watch (AKitN) or some of the holy characters that go to the bottom of the deck.

I don't believe so. I think "any number" is really "any non zero number". (If someone else says otherwise though, believe them, I'm not 100% sure.)
By the logic of how Young Griff works. You must stand at least 1 card with Young Griff to get the rest of his effect. That would mean the same logic applies here. There must be a card put back into the deck for the deck to be shuffled.
well, young griff has a "then" effect which only resolves if the "before-then" part was completely resolved.

in case of the carrion bird it does not read "choose any number of raven cards..., then shuffle them into your deck".

that's why I asked at all.

Well if you are reading it as "shuffle zero raven cards back into the deck" then I see no reason how you would think you still shuffle the deck. You can't shuffle "nothing" very successfully. :D
