Or combined with Alliance (QoD)/Treaty with the South (CoS) and he will only cost 3 ;)
I think this is the best new multi-House Free Cities location so far. Lord is one of the most common traits.

Say the first card you play during your marshaling phase is an out of house character that has dual house affiliation, such as Spiteful Bastard (VD)Spiteful Bastard. If you had Norvos (VD) and Myr (AHM) in play, and you were playing any house card other than Martell or Baratheon, would you get to reduce the cost by 2?
Or Brienne of Tarth (PotS) for 3 less with Myr and Braavos (VD) if you were playing a non-Stark or baratheon house?

I believe the reductions would add up though it is important to note the OOH reduction on duel house characters does not work if 1 of the characters affiliations matches your house card.

If I have Young Griff (VD) in shadows and I haven't played any lord in marshalling phase, does he can come out in challenges for free?

No, since bringing a card out of shadows is not considered to be "playing" it. You play it when it's put into Shadows from your hand.

Quick question - how does this interact with the Neutral Faction house card?

 

I'm thinking specifically of if I build a Neutral House Maester deck and want to include Maester of War. Does this cancel out the House Card penalty so the Maester still costs 2?

Although I now realise that Norvos itself is affiliated, so presumably I need to pay 2 to get it into play with Neutral Faction in the first place.

 

I'm guessing that as resources go Shivering Sea is probably essential to any Neutral deck...

This would cost 3 in a Neutral Faction deck. The House card only reduces the gold penalty on character cards. But once it play, yeah, it would work with Neutral Faction to effectively wipe out the gold penalty on the first Martell character you played each round.

The fact that it costs 3 is so wrong designed for the mercenary neutral deck imo...
