Why is this card useful by any means? i just don't see where it works.
There is not much to explain. 4 gold and 2 claim is more than solid. If you are playing a deck, that often wants to go second (e.g. most of kneel or burn decks), then you really don't mind its text and high initiative can be considered as another advantage. If you are not playing a deck, that always wants to go first, then it is still great. And notice, that high initiative matters for cards like Bay of Ice (KotS), Host of the Bear (LoW) or Paxter Redwyne (TGF) even if you can't choose to go first.

edit: and just in case you don't follow competetive scene at all, know that this plot was so prevalent, it hit the restricted list some time ago.

Great in a Targ deck with Ambush from the Plains (QoD).

Also great in a Martell deck. This + Arianne (PotS) + Choosing the Spear + TRV (PotS) + Lost Oasis just causes mayhem.
