Could this be used as a save? I don't fully understand the limitations of Any Phase.
No it can't.
The reason:
how you can see in the timing charts of the FAQ, there are different times to do your player actions and to play save/cancels
while doing your player action opens a complete new action window with his own save/cancel, response, passives etc. time frame, doing your save/cancel is just part of another action window.
To understand the limitation to any phase look at the timing charts at the FAQ. There you see framework action windows and player action windows. "Any Phase" effects can be played in every player action window. If the bold text calls a phase name it can only played at the player action windows of this specific phase.
while responses and save/cancels can only be played as a part of some other initiated action. there is a sub time frame in each action window (except the end of phase action window) where these cards can be played.
