If you've used varys to switch plot decks and used plot piles with an opponent... does that let both players examine all of the cards in the deck? So both players now know what the entirety of the other's plot decks are?

Will you be swapping your revealed plot card as well? I'm guessing not?
What happens if you kneel him during the player actions window before you reveal plot cards?
Then you each choose and reveal a different plot from that used pile. Unless Dragonstone Port (Core) is in play, there is no player action window between choosing plots and revealing plots.
2 questions on this card...

1) Can it only be played in Melee (since you have more than 1 opponent)?

2) Can it be played before plots are revealed so you choose an opponent's plot or does it have to be played after the reveal?
1) No, you can play this in Jousts, but you can't use his ability.

2) Yes, there is an action window before choosing plots (but not between choosing and revealing, unless Dragonstone Port is in play). But the plot you choose will be "your" plot for that round, and not your opponent's.
Can he allow players to use out of house plot cards? For instance if I'm house Stark can I use Varys to take my opponent's To the Spears
You can, "House X only" is deck building restriction.
Nice

I wonder if it would be possible to make a deck with summoning season and 6 prized plots themed around this guy (of course, they'd need to make 2 more prized plots first). Also, i wonder how Defiance (SoW) would interact with this.
