can you still trigger this with laughing storm in play or do both players have to be able to discard down?

I'm pretty sure that both players will try to resolve it independently.

I thought there was originally a big brouhaha about this card in that it was effectively useless if you had TLS out since every player must have to be able to discard down to 4 for it to work? It was a Damon ruling, i think.

Mind you, there's a bit in the new FAQ about resolving effects as much as you can that might change that, not sure.

EDIT - the bit in the FAQ is about partial resolving of effects so not relevant here.
