Can this be used to search for ravens, or are they strictly considered attachments and not characters?
Well yeah, but it could only search for raven characters, since it specifies "a character card".

Nope, it cannot. The black & white raven cards are attachments, not characters. For that effect you'd be better served with A Time for Ravens (ACoS).

Thanks! I was hoping SbtC would be a good multi-faceted utility that could grab normal characters and ravens. I was a bit confused because if I remember correctly some of the dire wolf attachments are technically characters too.
There are no direwolf attachments that are technically characters.
You may be thinking of if a unique Direwolf is in the dead pile, the attachment version of the same wolf cannot be played, even though it is an attachment.

Hi. Could be used while running a character agenda?

 

A character Agenda counts as an agenda once it has been attached to a house card by its effect. If Summoned by the Conclave is used before any character has become an agenda the plot effect will work normally. However, once a character has become an agenda this will at best be essentially a blank plot, at worst become a search effect the opponent(s) and not the player.

 

Summoned by the Conclave is quite good to include in decks that run character agendas as an opening plot, since it lets you search out the intended character if it's not in your starting hand or some other powerful character if your character agenda is in hand.
