Play and Discard are two separate game mechanics. Played cards that end up in the discard pile are not considered to have been discarded. The obvious discard mechanic is an intrigue challenge claim but it can also trigger off any effect like the bannerman 'discard X cards from your hand to choose a character. This character gets +3str for each bannerman you control'.

I'm confused about the effect, or rather the required cost to trigger it.
Say I have the plot "game of thrones" revealed, so my characters won't kneel to attack during INT challenges. I initiate an intrigue challenge, win, and discard a card from my opponent's hand. Janos is, in this case, still standing. Can I draw a card or not?
No. In order to pay the cost of his effect, you have to change his status from kneeling to standing. If he is already standing, there is no change in status, so you have not paid the cost. If you do not pay a cost, you do not get the effect.
I understand I cannot draw a card if he's not kneeling (because he doesn't stand), but what about the opposite?
Can I stand him (from a kneeling status) even if I can't draw a card (because I reached the draw cap)?
No. You are not allowed to trigger an effect that will do nothing just because you want to pay the cost. (FAQ 3.6)
