If he sends himself back into shadows, does the game "forget" the limit of once per phase?
yes

The Queen of Thorns (TftRK) themed deck might be a fun idea.
Trust you to think that ;)
It was always super fun, but now it may be competitive again.
Seems too good with Queen of Thorns. You get 1 power per phase and only one of the two characters actually has to sit on the board and risk death; either they have an answer in hand prior to this or you win.
House of Dreams (ARotD) with The Inn at the Crossroads (LotR) Kingsguard/Clansman seem fun to me here. Clansmen who can't be killed while kneeling, & Kingsguard who go back into shadows could be hard to kill. Does anyone else see this? Am I delusional about this idea?

Well, I don't get this. How would it be better than HoD + The Inn, Clansmen deck without any Kingsguards?
This is insane. Long Lances + Street Wife + him = INSANE. Oh wait, there is another card, which is even better than the lances. What are they doing?!

Limits are assigned to effects, not cards. Just because the card leaves play the game doesn't forget the effect limit. Think about events whose effects are limited (Narrow Escape). They leave play as soon as they're played but the limitation of their effect persist and prevent you from activating that effect again.
I believe Rohjub is correct in this. If he wasn't then Sitting The Iron Throne would work the same way and the phrase 3 times per round would mean absolutely nothing. I believe a lot of people are taking the "Cards have no memory" phrase way to literally. It should not apply in cases like this or else limit X per round cards wouldn't matter if they keep leaving play and the text wouldn't do a thing.
Events are exception to the rule. There it is looking for the effect and the title of the card and the game "remembers" what was triggered. In case of cards in play this is not true and they do lose memory once they go to out-of-play state. If it was effect specified then you could not use two long lances in the same phase either since the effect is same while the card in play is different card than the first long lance that triggered its ability.

Now there is a reason for the limit 1 per round text being there. It is limiting the ability, you cannot do anything with this card for the rest of the round if you return another KG to shadows.
I'd be willing to argue that the card retains memory as it doesn't ever actually leaves play. Yes, the card goes back into shadows but just because it is in shadows doesn't mean that it isn't still in play. Shadows is still considered in play as i understand it.

I'm not saying that i'm not wrong or anything, i could just see a argument being made that the card is still considered in play even when it goes into shadows because shadows is still considered in play. Like i said, i could be wrong but i could just see it working that way.
If it is considered still in play it would not lose the power tokens/attachments on it. It goes into moribund state before it goes into shadows which clears the card from everything.

Edit: shadow rules:
Cards that are in Shadows are not considered to be “in play,” nor

are they considered to be “in hand.” They are considered to be “in

Shadows.”
See, its odd to me. Maybe its because i've played so many other card games but that just almost feels like the card is simply shifting zones and when it shifts zones, it loses its power tokens and that the moribund state is the state of which the card is shifting zones.

I mean, i'm willing to concede that i'm wrong but thats the way i feel about it.

EDIT: Yeah, i figured that that was the case. I knew it had to have already been explained somewhere or else something like i was talking about probably would have come up earlier.
"Among these items, you’ll find a clarification on phase and round limits to address concerns over Ser Preston Greenfield(The Kingsguard, 57); if he returns himself to Shadows, his limit applies across all copies of his card. "

Can I choose Preston for claim and then bounce him back to shadows instead?
No for two reasons:
1. There is no player action window during the framework action window where challenges are resolved.
2. Even if his Any Phase: ability was a response, he would still be moribund, and would still have to go to the dead pile, since his is not a save/cancel effect.

Thank you for clarifying. I had resigned myself to this probable fact, but I was still holding out hope. I'm sure I'm also not the first person to think this, so I'm glad it's up here now. Thanks!
