If you play Street of Silk and you choose The Red Keep (TftRK) as the target location, will it be discarded since the text of Street of Silks reads cannot be saved or will it go back into shadows?
You can choose The Red Keep to be discarded and it would return to Shadows. This works because The Red Keeps ability is a replacement effect, not as save. It still gets discarded but the "return to Shadows" part of the text replaces the moribund: discard of a normal discard.
Why would you want to remove one of your locations from play?
You don't "want" to remove one of your location from play, but this card is one of the many from the game that balances a powerful effect with a downside. Reducing a character cost by 2 is huge. It has basically the effect of a "sea" card that you can use every turn instead of discarding it. Plus, it is not limited. The only difference is that it only works on unique character, which isn't too much of an issue in most decks. Note that this card is fantastic during set up: the effect does not trigger so you don't have to discard any location. Last but not least, the card can also be used to your advantage. Imagine that you have harrenhal with 2 gold tokens on it and you have a second in hand: you play street of silk, discard harrenhal, play harrenhal again and start the round with three potential cancels again. You can also get rid of some annoying attachments that target locations, such as burned and pillaged or frozen solid.
