Does this get around limited?
I would say it certainly does as it's a "put into play" effect. Limited only stops you from playing multiple limited cards per turn. Same reasoning as to why jabba could drop in a second prized possession in the same turn using his ability.

Might this also be why this card does not simply say: "Play an enhancement from your discard pile"?

That's one reason. Another is that if it said to play an enhancement, it would be able to play pilots. It can't do that with this wording.

You would still have to resource match right if youre paying for an enhancement in your discard pile?

Nope. It's enough to pay the appropiate amount of resources.
