So in most cases this is a 1 for 1, unless it is a 2v2 game right?

That's right.

The only real use I can think of for this is if you've used Thrawn's action on your turn but want to use him in the Force Struggle and/or use the action again on your opponent's turn.

No other Navy officers have abilities specifically requiring them to focus. You obviously wouldn't use it to refresh a resource officer. You could use it to set up an officer to strike twice, I guess, or set things up so you can strike and then defend, or commit in the force phase of the same turn. Ooh, you could use it to keep Captain Zed turned on! That's about it though.

The striking twice is a good thing with it. Helped me win regionals. Good card to see mid to late game, but not one you want to hold on to, from what i have seen.

It also helps counter Seeds / defensive tactics. Many times my opponent thought he had locked down or locked out my critical officers, only to have them come back! The psychological blow of this card is strong.
