Works better in tau than eldar, but since Tau can use it as well solid card.
VonWibble is correct, works perfectly with Isha, just make sure they cant kill anyone on the next attack.
You can make this free, and attach it during combat, with the Ambush Platform from Tau. Add to that the nice choices for Ranged attackers available in a Tau/Eldar or Eldar/Tau deck and you have a solid boost for one of your shooters that can show up as a surprise. The ability to discard cards to boost the attack even further (as long as the attack isn't against a Warlord) is just gravy.
Combos with Gift and Tau (especially Shadowsun and Technician) are far renowned. Like this sword actually, I usually run it 1x or 2x in any Eldar deck. Its favourite bearers are Wraithguards, Rangers and sometimes Survivalists.

Purely from a fluff view, surely this should be loyal?
From a fluff pov, this is my opinion:

But yes, you're right. It should be loyal from that standpoint, though really I'd rather this card didn't exist at all
I just wished Eldar get some actual banshees.
A setup for a big Gift of Isha, nothing more.

Not at all. If you don't have access to Ion Rifles, an extra attack on your Mandrakes or Rangers for one resource is great. Either that or you can slip one on the Autarch, ready to give her Armourbane for a big attack.
