Seems a subtle way to remove traits, doesn't it? It allows all manner of flexible use against several factions and setups' chosen army units, for instance:
-No Straken soldier/warrior-trait bonus
-No Psyker-trait to use with Mind War
-No Ethereal-trait for Ksi'M'Yen Orbital City or Kauyon Strike
-No Elite-trait for Backlash or Fall Back! (or to avoid non-elite​ events, e.g. a Mind War)
And so on. Oh, and the Harpy.. awh
A bit unintentional and though it seems a little weird, it could potentially also enable heavies like the Land Raider to carry the Ion Rifle and vehicles in general to carry attachments if the opponent has an Ambush Platform in play. Though the attachments would be discarded once the phase ends of course.
Likely to be both a flexible and a fun card to the creative-minded player I think
