However its a major tempo killer at cost 3, and therefore not for the early game. I certainly don't think its unbalanced.
the double effect is always EXTREMELY powerful and cannot be ignored. the effects of this card make for easy warlord sniping. Plus if I am reading this right Rengar 2 dmg ability is also included in this because he is a space wolf.
You are reading this wrong, my friend. The text in this card specifies the doubling takes place when attacking a warlord, and Ragnar's ability is triggering a Reaction which deals damage.
Ragnar's ability doesn't trigger because it's not an Attack. Attack is (for me) the most frustrating word used in the game because I always forget it only applies to dealing damage with a unit's attack value.

It certainly is! Don't forget that doubling takes place after additions. Ideal circumstance, you can set it up so that you stick Ragnar in middle of 3 planets when you have initiative, then Hunt him to the one with the Warlord, flick over your Sentinel with an Ion Rifle, and strike for 10 damage. Or just have Ragnar with Frostfang strike for 8. Either way, enough to bloody in one hit.
Yes there are many answers to this situation, but its not as hard to set up as I thought to make this work. Play this at a stage of the game where its easy to predict where the opponent goes, and it can be lethal.
This isn't as good a card as, say, Cato's Stronghold, but its still not bad.
Great card but still heavy on the cost for what it does. Which makes it 3/5 in my book.

Correct. Ragnar is a Space Wolves (warlord) unit, so he can meet the requirements for his Warcamp by himself.
Ok but, I mean how. What I'm getting at is, how can he be with himself? Being with your warlord sort of requires it to be another unit? How can the warlord unit be with itself?
You're always with yourself just like I'm always with myself. You're looking too much into it, really.
Warlords are always with a warlord because they're warlords.
But if someone has some actual ruling with the precise words, be my guest.
Well if it's just me, I don't consider myself to be with me, I consider me to be alone.
And yes I might be reading too much into it, but I'd very much like a precise rule clearing on it. The "Warlords are always with.." doesn't cut it for me tbh, I wouldn't allow people to use Ragnar like this unless a specific rules states they're with themselves.

I think this was answered in the rules forum section. Basically the "with a warlord" qualifier applies to the planet, not the unit. In other words, the unit only has to be at a planet that has your warlord.
So the three things to check for are:
Is Ragnar a Space Wolf unit?
Is Ragnar at a planet that has Ragnar?(As opposed to "Is Ragnar with Ragnar?")
Is Ragnar attacking a warlord?
You're not reading too much into it so much as parsing the sentence incorrectly. You're reading it as, "Space Wolves unit (at a planet) with a warlord." That is, you're looking for an attacking Space Wolves unit to be standing next to a warlord, so the idea of Ragnar being beside himself isn't computing.
But the proper way to read it is, "Space Wolves unit at (a planet with a warlord)." That is, you should be looking to see if the planet where the attack is taking place has a warlord at it.
Said another way, "with a warlord" should be taken from the planet's point of view, not from the attacking Space Wolves unit's point of view.
If you need an example, say you are the only player at your Store Championship playing the Space Marines faction. You win the tournament. Did you win an event which had a Space Marines player (i.e., "with" a Space Marines player)?
