You see where i am going with this.
The best thing river plots have going for them at the moment is bran stark, triggering 4 when revealed abilities each round. Roberts event recursion is also good with flood waters.
Still a couple of better river plots, like this one, will be needed to make these competitive.
"the top River plot card in your used pile" - is this the top card in the used pile if it's a River, or the last played River if any (even if it's not on top)?

Plots have 3 states. Unused, Currently revealed, and Used. Technically, each of them are their own "piles" though it is typical that the currently revealed plot is simply on top of the "used" plot pile. While it is in use, it is not in the "used" pile just yet, so Crossing will allow you to trigger the top most River plot from your used plot pile that you played earlier.
