This could really be used in a fun way. As a general rule, most cards with a good number of Force Icons are the more powerful cards that an opponent would want to hang on to. So either you bluff them into discarding a 3-Force-Icon card to jinx them out of the upcoming Edge Battle, or you force them to allow you a good chance at removing a focus token from your unit.
I can see this particular card being really fun. Maybe not top-tier games, but still.

If opponent has no cards in hand, but you have Shifty Lookout in play I assume that will be a free focus removal from your best unit. One time in your round and one before draw phase.

 

Besides, you can play this action after your opponent refreshes - to take that one precious card he keeps for later. At the end of yours - if you are aware that this game awards keeping good cards for later - force him to discard one, and yet another one before his draw phase - just to be sure that no gnasty combo will be set in the next round.

This is actually a pretty good use for this Lando. The back to back discards (after your force phase, then again after his refresh) could help break up combos, and come at times when the opponent is less likely to have extra tokens to remove, but it does come at the cost of two of your own cards. I also like using him in the window after the opposing draw phase, so that we both lose a card--the disadvantage of discarding after refresh is the opponent draws back to reserve, while you're still out a card.
