Yes, that's correct.
so says each enemy unit loses all combat icons that are participating in the engagement or not in the engagement or both?
Always assumed only participating units because I didn't read the text carefully. But by the looks of it, all enemy units would lose their icons until Lando is out of the engagement.
So... you can screw even the likes of Trandoshan Security Team, when they're trying to strike from out of battle.

In a void, yes. But all things considered, it's just okay at most. Not only you need those 2 resources to play Lando as a pilot, but also another 2+ resources for a worthy vehicle (use him on a System Patrol Craft and see how it goes... it's terrible). Then you have to win the edge, and this set has a rather mediocre edge count.
Furthermore, the rest of the set is simply lacking. Lack of edge icons aside, it has no good Force Holder and almost zero blast damage, so you won't get to destroy objectives nor stall the dial by snatching the Force.
It simply has no home yet. And even with some other synergistic pod, the weaknesses in this one are so clear that I doubt pilot Lando will ever be considered overpowered.
TL;DR - It's a good card in a bad set.
