There's no reaction window in between focusing to strike and applying the unit's combat icons, right? I assume this card merely places a focus token on the unit after it strikes?
Correct, the unit still gets to resolve its icons normally. It just receives an extra focus.
There's no such thing as a "Reaction window." Reactions happen immediately after whatever their trigger is, in this case, immediately after focusing to strike.
So the sequence is:
-Unit focuses to strike
-Memories can be triggered, places an extra focus token on the striking unit
-Resolve combat icons
-Strike finished
