I've actually seen Invasion of Privacy used in Jinteki decks as well, right before a Neural EMP or Ronin. It's a bit niche case, but it can get used! The three influence is a steep cost though.

I feel that, if NAPD hadn't came out, we'd see Market Research much more. It's an interesting agenda with a Corp-only upside, that rewards good play, something, that NAPD doesn't. But hey, NAPD punishes the Runner mercilessly and that's what gets you winning.
That said, it's really a shame that such an obtuse Agenda as NAPD Contract is so good, depriving the meta of more interesting agenda choices...
