Thanks for casting this, even if you were alone Will, it was still very informative. Even though I was unfortunate enough to miss my regional

I'm also very interested in the neutral house as a winning house, and here's my idea for the brew: Neutral HoD Street of Silk.
Maybe it's been done, but sounds like a fun idea

Can't do that unfortunately. With the Neutral Faction you don't have any house affiliation, and hence no card is "In-house", which is one of the restrictions from HoD.

Love the brew idea and here is my recommendation... Take whatever the most popular current deck type is and construct a deck from a couple houses designed specifically to beat it. This would have the potential added benefit of churning the meta game. Then as new top decks emerge rinse and repeat. This would tie you to likely doing it whenever new FAQ's are released or a game changing chapter pack, which seems like a good pace.
