Well, since I did it for Martell, I figured why not try it for Targaryen? Here’s the ranking of the last two cycles (A Song of the Sea and King’s Road) worth of Targ cards. A Build-a-Berric will have to wait. Did you hear? There’s an OCTGN Tournament! Next time we’ll go over a popular Targaryen build that’d be great for that tournament.
The Useless
28. Rain of Fire (TBG) - If I have a Dragon, and Dragon’s are immune to attachments, why bother with this? Just for a Milk of the Poppy on Daeny? No thanks
27. Guided by Quaithe (TCC) - Did anyone figure out a good use for this yet?
26. Loyal to the Last (THtW) - Only Baratheon ever overcommit to Power usually, so this isn’t very good. Maybe in Melee?
25. Fire and Blood (TPoL) - Cannot be discarded is getting better, as are surprise strength boosts, but event slots are, as always, incredibly tight.
Usable, but why would you?
24. Harpy's Scourge (TK) - The -1 is nice to bottom out a character who’s already low, but if you’re trying to win, Aegon’s Favor is strictly better. At least it has set up.
23. Khal Drogo (FaI) - Even in summer, there are better Drogo’s to use. Jumper Drogo is one of the best cards in the game, while murder Drogo just gets better with all the new attachments (can you see Aegon’s Favor?) and Dothraki draw Drogo is obvious for those decks.
22. Pentoshi Deckhand (TGF) - Targaryen Black Sails is nearly a thing. Add in some Ambush and this card suddenly becomes worthwhile. It’s extremely hard to balance, however, and it’s weakness in Intrigue isn’t really helped enough by this weenie.
21. Fleet from Volantis (RotK) - Melee isn’t great for a big army, and Mercenary is an outright terrible trait for something of this cost.
20. Castle Darry (TBG) - You’ll control more attachments, so this free power isn’t bad, but it sure is better in melee.
19. House Targaryen Loyalist (TPoL) - This gets a huge boost when the new Dragons come out and, as is, isn’t bad for Dragon Rush since they need the Intrigue Icon and this helps them rush.
18. Selmy's Scheme (TGF) - This might be worthwhile for a Dothraki deck since they run quite a few armies, but they’d probably just rather have two claim. Still, at least it’s 4-gold.
17. Vhagar (TGF) - This is a fun way to get discarded or self-discarded attachments where you need them. I use it in Build-a-Berric, but besides that, it isn’t fantastic.
Good, but Generally Cut
16. Daenerys's Favor (FF) - This is really good with two characters who will come up later, but it’s best use will likely be with the new Baratheon Agenda, A Noble Cause.
15.Ser Jorah Mormont (TK) - He’s hurt badly by the other two Jorah’s being great, but a mini-Darkstar isn’t a bad thing. He gets a mild bonus for being a good combination with Ser Raymun Darry.
14. Captain Groleo (RotK) - Hey, he’s good Naval with an Icon that Targaryen Black Sails will need, and attachment seeking is great, especially with all the new stuff coming around. Sure, he requires putting too much into a challenge, but that’s kind of a given. All of these naval folks can easily jump up a level depending on things develop.
13. Venomous Manticore (AJE) - Pretty good for the Dragonpit, but pretty useless nearly everywhere else.
12. Ser Raymun Darry (TBG) - Discarding cards is rough, but free attachments is great, and Targaryen has an awful lot of recursion.
11. Ser Rolly Duckfield (TCC) - Solid naval, icons and keywords. As noted, naval is almost a thing for Targaryen. But, hey, so is Knights. Rolly is fantastic for those. Add in cannot be discarded, Doran’s Favor and Daenery’s Favor - he might end up being a tier too low. He’s most likely to jump up a tier for being so potentially good in combination.
10. Balerion (TPoL) - Targaryen Black Sails is almost a thing, as noted again and again, and Balerion is a key reason. Burn plus jumper plus extra surprises from naval and tutoring? Well, I guess all we need is power. Oh, wait, Balerion works.
Great in a Specific Deck or Very Good in All Decks
9. Aegon's Favor (THtW) - This is higher in self-mill, but that just makes it better in Baratheon and Martell than Targ. Still, a 0-cost, set up attachment that can give up to plus 5 is damn worthwhile, especially in Dragonpit.
8. Dothraki Outrider (AToTT) - Dothraki needed finishers... this card, with Renown on Power, is a finisher.
7. Slaver's Bay (FaI) - This needs to be a summer deck with a strong discard element, but with that in place, this is a game changer. You just get to keep the card for good. Wow.
6. Port at Slaver's Bay (AToTT) - Targ plus cheaper and out of house attachments is just mean. In the right deck, this changes everything.
5. Braided Screamers (AToTT) - A 4 for 5 army with pseudo-draw? Yes please, may I have another? The Screamers and Vanguard together are just mean. Next set, when the new plot is out? Wow.
4. Missandei (RotK) - This card gets a big boost with Daenery’s Favor and Doran’s Favor. It should be easy for her to be 6-standing influence at a time. Add in Daeny’s to make her a 4-strength tri-con. Not bad at all.
3. Dothraki Vanguard (FaI) - This alone makes Dothraki go. 3 for a 2 strength character isn’t great, but for a Bannerman and getting a free character into play? There’s no real downside here. This card is a beast.
Wow
2. Griffin's Roost (FF) - This is going to be hugely slept on. In Dothraki decks, it’s a great way to finish quickly. Burn and Jumper decks are generally behind in power for awhile and struggle to finish. And don’t get me started for Brotherhood...
1. Blood Magic Ritual (TCC) - Bringing characters back from the dead is always huge, and this has remarkably few limits. So long as it’s not an army and it can take attachments, the card is fair play. This is fairly disgusting with cannot be discarded characters, but will also be great with Dragon Daeny once the new Dragons are out.

I know. I tested that deck a bunch. It was in no way necessary for it.
The Mercenary trait is a pretty bad trait to have for a 4 or 7 cost character for sure though.
He seemed to think so but I think it niche only to that deck
Well, maybe not a lot of the fleet but I'd consider it in some builds.
Buzz- if you pay 7 and it's discarded that's far different than two or three.
An example might be an attachment that is cost 1, and gives the target +2 strength, and one that is cost 2 and gives the target +3 strength. There is no circumstance in which the first is more desirable than the latter, therefore it is "strictly better".
While both it and Aegon's Favor have +STR effects, only this one has the repeatable burn effect, which I would have thought made it quite hard to compare to AF - especially in a Targ deck.
If you have one card in your hand then aegons favor is better.
If you have two cards in your hand then aegons favor is better.
If you have three cards in your hand, then aegons favor is better.
Aegons favor is better until you have dead cards in your hand or until your hand size is larger than the remainder of your deck.
The cost of triggering aegons favor is generally always better because it does not come at the cost of card advantage.
