I’m going to take a little break from my standard format and to talk a little bit (and hopefully get a little conversation going) about a few game-related items, specifically the current FAQ/ Restricted List.The FAQs of Life

Back to the topic at hand: The Banned/ Restricted List. It really feels like it needs a little overhaul of some kind. Whether it’s adding a bunch of stuff or just augmenting the existing cards I really don’t know, but for the sake of discussion, let’s have at it.
Two cards are currently banned. Jaqen H’ghar is pretty much a train wreck, and while flavorful to the setting, should probably remain stranded on Banned Island. No arguments there. Compelled by the Rock, on the other hand, seems like a card that deserves a rescue. With so many cards in the card pool now, is this really going to make a huge difference in decks? For that matter, would it even see play as things are now? Off the top of my head, I can think of about a dozen cards that are far more concerning to the metagame than this one.
As far as a Restricted List goes, everyone certainly has a different opinion on specific cards that they want to see taken off or put on. In general, I believe strongly in keeping the list as small as it can be, and the reason for that is simple: the cards in the game should be used to swing metagames and create diversity, not the Restricted List. If Maesters are too good, there needs to be a way to combat those strategies without destroying them, and the fact that a new set of cards is released every month should be able to stabilize issues without having to make things more complicated. I’m not talking about a character named “Mongo the Maester Killer†who kills all Maesters when he enters play, I just mean a few subtle ways to deal with the utility advantages that Maester decks have without sacrificing consistency in deckbuilding.
The Fury plots are a good example of something that could be open for debate. The Stark and Greyjoy Furys are obviously strong, and if they were taken off the list, I feel like they would be an auto-include in the majority of those decks. The same argument could be made for Fury of the Stag, I suppose. But I really wonder what would happen if Fury of the Sun/ Lion/ and Dragon got taken off. With the existing options for Plot Decks growing all the time, would these be considered auto-includes? I certainly don’t think Fury of the Lion/ Sun would really be too much of an issue. As it is, they both are 100% unplayable.
More often, I believe it’s the Neutral cards that tend to cause the most fuss. A card like Narrow Escape is very much at home on the Restricted list – it’s a very powerful card that can be run in triplicate and is not house specific. I feel the same about Val, especially with The Laughing Storm being free from restriction. Even though I don’t think it really solves the issues with the card, The Maester’s Path probably belongs there too. If nothing else, a band-aid on a bullet wound is better than nothing, although not getting shot in the first place is usually preferable.
It’s really the House-specific cards that become the gray area.
Let’s use Martell as an example. They are designed, game-wise, to have lots of the most defensive abilities and control effects in the game. Not surprisingly, these effects tend to be the least fun and frustrating abilities in the game. Where do you draw the line? It creates a sort of Trickle-down Restriction Economics scenario, where the next best card in line is sent to the chopping block. Burning on the Sand is a fine card, but should it be Restricted? An argument could be made (easily) that Red Vengeance is stronger overall. Should that be Restricted too? Venomous Blade is a card that is either too good or not nearly good enough depending on the scenario and can oftentimes be relegated to only killing a Refugee. Hatchling’s Feast/ Threat from the East is a combo that routinely discards three characters from play. Restriction worthy?
Take a plot like Search and Detain. Will anyone seriously consider using this as their one Restricted card now? For the most part, it has essentially been Banned. Is it really necessary to keep Castellan of the Rock Restricted, given the state of the game now and its increased power levels since it was put on the list? These are great topics for discussion, and I can truly see both sides of a lot of arguments.
The Glass Ceiling
All this talk about the Restricted List leads into a bonus conversation generator: Should there be some sort of format rotation involved in AGoT? For those of you unfamiliar with what I mean, other card games, mostly following Magic, have different formats for tournament play. In AGoT, this would mean having one format where all of the cards can be used and another where only the last X blocks of packs are legal.
The main problem is what I’ll call The Glass Ceiling Effect. In other words, with the pool of cards being so great, by definition most of the cards will be unplayable compared to the “best†cards for certain deck slots. This, coupled with a format’s potential to feel stale, is one possible argument for another format to exist. Whenever a new card is released, it is inherently compared to all the other cards it could replace, thus creating many unfortunate situations where cards will just never good, and while there will always be “good cards†and “bad cards,†perhaps that ceiling doesn’t have to be so high. Here is a quick example of what I mean:
Let’s take a look at Distinguished Boatswain, a House Greyjoy character. At best (about 80-90% of the time), he is a 1 cost, two icon 4 STRENGTH character for 1 GOLD. From now until the end of time, this guy will take up three card slots in any Greyjoy deck I make. His downside is so minimal compared to his obviously inflated stats that he creates an auto-comparison with any future one drop, and most of the time he will win that fight. Anything else ends up kind of like Pepsi Blue – it just wasn’t good enough. Lost Spearmen is another character that fits into exactly this category. Obviously, it depends on the strategy of a particular deck and the number of one drops you are playing, but the Boatswain is going to make every other one drop feel worse about his life.
What would deckbuilding be like without Refugees? What would Targaryen play if it couldn’t use Hatchling’s Feast? How would Greyjoy operate without Winter or The Maester's Path? What would decks look like in a format that used the following: Core Set, Deluxe Expansion Packs, only Chapter Packs from the A Tale of Champions cycle forward? Just some food for thought.
So, how about it? How is that Restricted List looking these days? Should there ever be another format for diversity reasons? Does anyone actually think Pepsi Blue was a good idea?

I think the restricted list should be given a good look. Perhaps there should be a restricted plots and restricted everything else list. I'm not a competitive player so I don't care much about formats, but I do follow the restricted/banned lists for some reason.
Only one more card needs to be fixed before there there are enough cards on the errata to fill a chapter pack. I'd love for FFG to release these as a F.A.Q. V1 chapter pack including a printed rules update. Any new changes could then go towards V2.
I'm a bit torn when to comes to format rotation, i like making themed decks and not being able to make a nights watch or brotherhood deck because the cycles are too old would take away some of the magic of the setting.
On the other hand, as a new player, not having enough chapter packs puts me off entering tournaments. I'd be playing against more experienced players with much bigger card pools. A last X cycles format would entice new players into tournaments and possibly to aGoT in general.
My preferred format would be core set + any house sets + any 2 cycles. The any house sets is because characters for one house can appear in another house's box. Allowing any 2 cycles to be used will make it accessible to new players and allow for all themes to be used. The small number of cycles will prevent a lot of combos and possibly make the restricted and banned lists unnecessary.
P.S. I've never tasted Pepsi blue.

As for the restricted list, while I agree that the more things there are to remember that aren't "on" the cards, the worse for the game - and that the restricted list shouldn't be used casually, I also think they've done a very good job with it so far. You claim Search and Detain is effectively banned, but 9 people used it as their restriced at GenCon (more than any other but Maesters). Letting the Meta evolve to combat an archtype or deck that is dominating makes perfect sense, but if there comes a point where everyone is playing either Maesters or anti-Maesters (as an example - I know this isn't the case), judicious use of the restricted list can nudge the metagame out of a deadlock,
1. Rules fixes need to be simple for players to understand and remember.
2. Rules fixes need to keep as many cards and packs legal to maximize FFG's financial investments.
3. Rules fixes need to be completely effective to prevent cards/strategies/general rules from dominating the game/stagnating play style/losing player interest and thus killing the game.
A Full Card Pool Rotation:
1. Simple enough to remember and implement
2. Irritates invested players and lowers FFG's financial returns
3. Keeps the pool fresh but doesn't resolve current problems in the meta/still requires a restricted list
B Core + Deluxe + 1 or 2 Chapter Cycles:
1. Adds a mild but annoying sorting-step to deck building and impossible to police during tournaments
2. Defacto BANS ALL CARDS in a cycle until 3/6 or more of its packs are on shelf (to provide a house with enough of that cycle's tools) which is a terrible financial move for retailers and FFG. Currently would restrict 6/8'ish of the card pool
3. Promotes deck variety'ish but doesn't fix pool balance and would still require a restricted list
C BIG restricted list:
1. Hard to remember and complicates deck building
2. More dead cards in the pool per-pack for non-3+ house players
3. Resolves problem cards and promotes variety but makes some card combos needlessly defacto-banned
D Multi-tiered / house specific restricted list(s):
1. Absurdly complex
2. Limits dead cards in the pool
3. Promotes variety and precisely resolves troublesome combos where and only where they are actually a problem.
none of those things are better than the solutions they have now...
and I don't find the restricted list a major concern for the most part. (I often have decks without a restricted card at all!)
Those 60 card slots are precious, so its hard enough making the cut. Now if there becomes a more liberal restricting of cards, I'm this would change.
I wonder what would happen if all the banned cards were moved to the restricted list, would it really change much? (Besides maybe Jaqen).
I'd prefer errata on banned cards then banned out right that's for sure.
@istaril - I completely understand the reasoning behind keeping Compelled on the Banned List from a "wheelhouse" standpoint. From a power level standpoint, I think it is clearly middle of the pack at this point. The Restricted cards were surprising to me when I read them (after I wrote this, obviously). I initially felt that the Restriction would hamper the numbers on that a bit. Clearly I underestimated its usefulness in the current environment. I definitely know how good it is, but I really did think it would fall out of favor a little.
@bomb - I agree that Burning is a much more universal control tool than Red Vengeance, although I do think Red Vengeance has a more pronounced blowout factor attached to it. In fact, I don't think Red Vengeance should be Restricted at all; I'm just pointing out the thin line that the Restriction list can walk, and how easy it is to point your finger at the next card in line.
As far as what to do with the Restricted List, I definitely put up more questions than answers. As stated, I really feel that the cards in the game should mitigate "broken" cards more than any Restricted/ Banned list. I really dislike new player barriers, and having a long Restricted List falls under that category. A tiered Restricted List would be hell on Earth for everyone, let alone new players. All of the errata is starting to bother me from a new player barrier standpoint too, and I get really frustrated when Cotter Pyke gets printed as an "onborn" character and Griff receives errata a few days after he is released. Apart from looking bad, these things just make an already high learning curved game tougher to navigate. It's all about growth to me, and I want to see this great game get the player base it deserves.
Also FFG really needs to do they're best to avoid more errata. I can wait a little longer between chapter packs if it means better proof reading and testing. Also I would like to see counters made to abused cards instead of errata.
Oh I totally agree with that. I have heard that Game of Cyvasse is the next card that has become a nuisance in Martell, even though it's been around for awhile. So I am guessing it may have become the next target of complaint.
