Qhorin isn't the best card in the pack - I think the reason you may think he is is that you missed that he only kills non uniques? Certainly can't kill Margaery or Arianne. Still very strong, good for killing Pyromancers or even chuds to make Marched more effective. But compared to the cards below?

Sea ***** and Renly's Pavilion are the best 2 for sure.

I do agree with VonWibble here regardless of being NW loyalist. I think the strongest cards in the pack are Sea *****, Renly's Pavilion and Quaithe of the Shadows.

 

The share flexibly of those is amazing.

I do love me some Renly's Pavilion, Quaithe and Sea Bee. I think all three of those are just incredibly solid cards to round out their respective factions, though the internal impact within those factions is different. Pavilion, I think may be the strongest boost interally, though Sea Bee is up there and probably has the higher ceiling. 

 Renly's Pavilion is the bomb yo !

So, determining what the best card in a pack largely depends on the context of the meta, in my opinion. Luke says that Qhorin is the best card in the pack, and he may be right from a pure stats point of view. It's hard to beat a 6 cost 5 strength bicon with renown, no attachments except weapons and a murder ability (Albeit only able to target nonuniques), but I'd personally throw my vote in for Sea *****.

 

In a meta with virtually no viable location control, you have a card that singlehandedly beats The Night's Watch Wall decks and puts a huge dent in several other high profile decks, such as the Harrenhal/Tower deck (Steal the tower when they put a high profile character into play with the intention of bouncing them.), Baratheon (Take Red Keep for the card draw swing), Greyjoy (Take their Iron Mine before murdering someone) or Martell (Take their Ghaston Grey, simultaneously protecting your characters and turning off their offense for a turn, lest they lose their Ghaston and one of their characters returned to hand.)

 

All for 1 gold.

 

It's a truly incredible card.

 

And the number of targets it hurts will only increase as more cards are released.
