Therefore you are better off designing a unit/support/attachment that benefits from torture.
Examples
Unit, 2 cost, 1 command, 2/2, reduce the cost of a Torture event you play this round by 1 (limit 1 per round).
Support, 1 cost, exhaust in HQ phase to make the opponent choose a torture card in your discard pile and return it to hand.
