I have found that aGoT rules follow more computer logic than well English at times. For example if Long Voyage wasn't referencing the draw framework then there could be argument that you could just use it to go to drawcap since the agenda itself is giving you a draw and if it is looking for a card being drawn then it could as well trigger from the additional draw since it is draw as well.
@Playgroundpsychotic- Sure, Winter is Coming exists as an event for Stark (and a pretty good one!) but I would have liked to have a house words event for Lannister.
@Ire- Sure, that makes sense that it would drawcap you immediately if it worked that way. Unfortunately, there isn't really anything in the card text that points specifically to the framework draw. That isn't to say that I don't agree with how it winds up working- just that it feels like a templating issue to me that leaves "intent" as the standing ruling rather than clear and concise wording.

Hear Me Roar (Core). Its not an event but I suspect having an event of the same name would cause problems.
In fact, we even have this issue in the current day LCG cardpool with the Alliance agenda and the Alliance plot, and it doesn't seem to have caused any problems so far.
