rules

The House of Black and White
  • Killing a character and moving gold onto The House of Black and White is all part of the same action. You must legally target a character for a kill in order to move gold onto The House of Black and White.
  • Moving gold does not depend on whether the kill was successful or not.
  • You may kill a character with printed strength 0 (or X) by discarding 1 or more gold.

Journey to Oldtown
  • Effects such as Barring the Gates or The Iron Bank Will Have Its Due do not prevent a character removed by Journey to Oldtown from reentering, as the effect is not putting them into play, but rather an effect that removed them from play is expiring. (Source)
  • Characters removed by Journey to Oldtown re-enter play at the beginning of the first plot phase step (1.1), which means before any Reactions (including Forced Reactions) to the plot phase beginning trigger.
  • Characters removed from play will return under their owner's control.

Devan Seaworth
  • You may search your deck for a non-limited location with printed cost 0 by discarding 1 or more gold from Devan Seaworth.

Kingslayer
  • Limits apply per copy of an ability; if a card leaves and re-enters play, it is considered a new copy of the ability. Thus, the action on Kingslayer may be used again if the card leaves play and re-enters play (e.g. brought back to hand with Weapons at the Door), or if it leaves play and a new copy is played.

Tris Botley
  • Tris Botley does not prevent a player from putting a card into play (e.g. Ambush, Flea Bottom).
  • A card removed by Tris Botley may not be marshalled as a duplicate, as a duplicate is still considered a copy of that card.

Arianne Martell
  • Returning Arianne to hand is a cost, and occurs even if her ability is canceled.

Change of Plans
  • The plot moved to the bottom of your used pile will be faceup (Source).
  • If you have “The Rains of Castamere” as your agenda, you may choose and move a Scheme plot to the bottom of your used pile. This card will not be removed from the game, but will be available to reveal with the Rains trigger again after you reveal your seventh non-Scheme plot.

The House with the Red Door
  • The chosen location is immune to being discarded, and thus cannot be chosen for effects that discard a location. For example, if you used The House with the Red Door to choose Tower of the Hand, and also have Harrenhal in play, you must choose Harrenhal to discard to Nothing Burns like the Cold.
  • The chosen location can still be sacrificed (e.g. The North Remembers), returned to hand (e.g. Scaling the Wall), placed on top of the deck (e.g. Raiding the Bay of Ice), or removed from the game.
  • If the location changes control (e.g. Dagmer Cleftjaw), it is still protected by the agenda.
  • If the location leaves play and then enters play again, it is no longer protected by the agenda.
  • If both players are playing The House with the Red Door, the randomly chosen first player chooses their location first.

Sailing the Summer Sea
  • “You cannot initiate [mil] or [int] challenges” is absolute, and overrides effects that would let you make additional challenges of those types (e.g. Khal Drogo, Casterly Rock).

Again, really appreciate you taking these over from Larik - they're an excellent reference and it's great to have them coming out around when the pack does, so people playing around with builds for the first time get to double check cards works how they expect them to. Clever bit about the Scheme plots and Change of Plans (although it won't be available in the plot phase once it recycles, of course).

"Play" is a term that specifically refers to the method by which events (and only events) are paid for and resolved.
